Indian and Pakistani Naval Vessels Collide in the Arabian Sea
15 सितंबर को North Arabian Sea में routine surveillance mission के दौरान एक Pakistani naval vessel की Indian Navy warship से टक्कर की घटना सामने आई। 16 सितंबर को भारत ने Pakistan के Chargé d’Affaires को तलब कर घटना को “unacceptable” और “unprofessional” बताते हुए formal protest दर्ज कराया। उपलब्ध जानकारी के अनुसार किसी नुकसान की सूचना नहीं थी, लेकिन घटना ने दोनों देशों के बीच diplomatic tensions को बढ़ाया।
इस घटनाक्रम में भारत और पाकिस्तान दोनों पक्षों ने अपने-अपने राजनयिक विरोध दर्ज किए। भारत के अनुसार घटना international waters में हुई और 1991 के bilateral agreement के प्रावधानों से जुड़ा सवाल उठा। पाकिस्तान ने भी अपनी ओर से अलग आपत्ति दर्ज की, इसलिए घटना की व्याख्या करते समय दोनों पक्षों के आधिकारिक बयानों को अलग-अलग देखना जरूरी है।

EPFO wage ceiling बढ़कर ₹25,000
Cabinet Raises EPFO Coverage Ceiling to ₹25,000
16 सितंबर को Union Cabinet ने Employees’ Provident Fund Organisation (EPFO) के mandatory coverage के लिए wage ceiling को ₹15,000 से बढ़ाकर ₹25,000 प्रति माह करने को मंजूरी दी। इसका उद्देश्य formal sector में अधिक workers को social-security coverage के दायरे में लाना है।
यह बदलाव 17 सितंबर 2026 से प्रभावी किया गया। PIB के अनुसार ₹15,000 से ₹25,000 के बीच वेतन पाने वाले eligible employees का एक बड़ा हिस्सा अब mandatory EPFO coverage के दायरे में आ सकता है। सरकार ने अनुमान लगाया है कि इससे 51 लाख से अधिक अतिरिक्त employees को coverage मिल सकती है।
The revised ceiling expands the statutory social-security framework to a wider section of formal-sector workers. EPF, pension and insurance-related protection remains subject to the applicable EPFO rules and eligibility conditions. Employers and employees should therefore check the detailed implementation provisions rather than relying only on summaries.

Kishau Multipurpose Project के लिए छह राज्यों का MoU
Six States Sign MoU for the 422 MW Kishau Project
15 सितंबर को Himachal Pradesh, Uttarakhand, Uttar Pradesh, Haryana, Rajasthan और Delhi के मुख्यमंत्रियों ने Tons River पर प्रस्तावित 422 MW Kishau Multipurpose Project के लिए MoU पर हस्ताक्षर किए। लगभग ₹15,000 करोड़ की परियोजना से hydropower generation, करीब 97,000 hectares में irrigation तथा beneficiary states को drinking और industrial water supply का प्रावधान जुड़ा है।
Kishau project को multipurpose infrastructure project के रूप में विकसित किया जाना प्रस्तावित है, जिसमें power generation के साथ water storage और downstream water supply भी शामिल है। छह राज्यों की भागीदारी के कारण इसके लाभ और जिम्मेदारियां inter-state coordination से जुड़ी हैं। परियोजना के implementation में financial arrangements, water allocation और construction milestones महत्वपूर्ण होंगे।
The MoU represents an inter-state framework for moving the long-discussed project forward. Its practical impact will depend on subsequent approvals, financing, construction and implementation arrangements. The project therefore remains a long-term infrastructure development rather than an immediate change in electricity or water availability.

India Electric Mobility Index 2025
16 सितंबर को NITI Aayog ने India Electric Mobility Index (IEMI) 2025 जारी किया। Index राज्यों और केंद्रशासित प्रदेशों को EV adoption, charging infrastructure और innovation जैसे संकेतकों के आधार पर assess करता है। उपलब्ध data में Delhi 84 के score के साथ शीर्ष पर, Maharashtra 78 और Karnataka 73 पर रहे; Odisha 50–64 score वाले mid-table group में रहा।
IEMI 2025 का उद्देश्य राज्यों और केंद्रशासित प्रदेशों में electric mobility की स्थिति को अलग-अलग indicators के आधार पर समझना है। इसमें EV adoption के साथ charging infrastructure और innovation जैसे क्षेत्रों को भी देखा गया है। इसलिए index को केवल electric vehicle sales ranking के रूप में समझना उचित नहीं होगा।
The report also provides a policy-oriented way to compare the development of electric mobility ecosystems across regions. NITI Aayog notes that the publication was prepared with WRI India and is intended for independent policy-oriented research. Semicon India 2026: New Chip Units Begin Commercial Production
17–19 सितंबर को New Delhi में Semicon India 2026 का पांचवां edition “Silicon to Systems: Building the Ecosystem” theme के साथ आयोजित हुआ। प्रधानमंत्री नरेंद्र मोदी ने CDIL, Mohali और Suchi Semicon, Surat में commercial production की शुरुआत को virtual mode में inaugurate किया। उपलब्ध data के अनुसार Semicon 1.0 के तहत approved projects में operational fabs की संख्या पांच हुई। सरकार ने design, materials, packaging और talent पर केंद्रित Semicon 2.0 के लिए ₹1.27 लाख करोड़ का roadmap भी प्रस्तुत किया।
Semicon India 2026 में policy announcements के साथ commercial production की ओर बढ़ती semiconductor capacity को भी प्रदर्शित किया गया। CDIL Semiconductor, Mohali और Suchi Semicon, Surat में production lines के virtual inauguration के बाद Semicon 1.0 के तहत operational commercial units की संख्या पांच बताई गई। इससे India के semiconductor ecosystem में manufacturing, packaging, design और talent development के बीच linkage पर ध्यान गया।
The next phase, Semicon 2.0, has a reported outlay of ₹1,27,500 crore and is organised around six strategic pillars. These include design, machines and materials, new fabs, advanced packaging, research and talent development. Actual capacity expansion will depend on project execution, investment and the development of supporting supply chains.

UPI Merchant Discount Rate (MDR) framework finalised
New MDR Framework for UPI Transactions
15 सितंबर को सरकार ने UPI के लिए नया MDR framework घोषित किया, जो 15 अक्टूबर से प्रभावी होने वाला है। Person-to-person (P2P) payments free रहेंगे, जबकि ₹2,000 से अधिक के merchant transactions पर 0.4% MDR, अधिकतम ₹300 तक, लागू होगा। UPI QR codes के जरिए प्रति माह ₹1 लाख तक कमाने वाले small merchants को exemption दी गई है।
यह framework merchant-side payment economics से संबंधित है और इसका असर सामान्य P2P UPI transfers पर नहीं बताया गया है। उपलब्ध विवरण के अनुसार specified merchant transactions में ₹2,000 से ऊपर की राशि पर 0.4% MDR का प्रावधान है, जिसकी अधिकतम सीमा ₹300 प्रति transaction है। Small merchants के लिए अलग exemption भी बताई गई है।
The reported change is scheduled to take effect from 15 October 2026. MDR is a merchant-side charge within the payment ecosystem and is not described as a direct fee payable by ordinary UPI users. Banks, payment providers and merchants should follow the final applicable NPCI and transaction-category rules when the framework takes effect.

Former Tehelka Editor Begins 10-Year Sentence
14 सितंबर को former Tehelka editor-in-chief Tarun Tejpal ने Goa court के समक्ष surrender किया और 2013 sexual assault case में Supreme Court के निर्देश के बाद 10-year rigorous imprisonment की सजा शुरू करने की प्रक्रिया आगे बढ़ी। उनका surrender एक दशक से अधिक पुराने legal proceedings के बाद हुआ।
Tarun Tejpal का surrender Supreme Court के निर्देश के बाद हुआ, जिसमें उन्हें अपनी 10-year sentence शुरू करने के लिए surrender करने को कहा गया था। यह मामला 2013 की घटना से जुड़ा है और कई वर्षों तक न्यायिक प्रक्रिया में रहा। इस चरण में मुख्य घटनाक्रम sentence की commencement और आगे की legal proceedings से संबंधित है।

Hindi Diwas Observed on 14 September
14 सितंबर को Hindi Diwas मनाया गया। यह दिवस 1949 में Hindi को भारत की official language के रूप में अपनाए जाने की स्मृति से जुड़ा है।
Hindi Diwas हर वर्ष 14 सितंबर को मनाया जाता है और इसका संबंध 14 सितंबर 1949 को Hindi को Union की official language के रूप में अपनाए जाने से है। सरकारी स्तर पर यह दिवस Official Language policy और Hindi के प्रयोग को बढ़ावा देने वाले programmes से भी जुड़ा रहता है।
The observance is therefore both historical and administrative in character. Ministries and departments commonly organise Hindi-related activities, competitions and official-language programmes around the occasion. The constitutional framework on official language also includes provisions beyond Hindi alone, so Hindi Diwas should be understood within India's broader multilingual constitutional system.

Bombay High Court की टिप्पणियों के बाद CBI ने Disha Salian death case में FIR दर्ज की। उपलब्ध जानकारी में Mumbai Police की जांच में लगभग छह वर्ष की देरी का उल्लेख किया गया।

नए e-commerce rules में “prior price” disclosure
New E-commerce Rules on Discounts and Search Results
नए e-commerce rules के तहत platforms को discounts दिखाते समय “prior price” प्रदर्शित करना होगा और manipulative search results पर रोक लगाई जाएगी। ये प्रावधान 1 जनवरी 2027 से प्रभावी होने वाले हैं।
नए rules में discount transparency के अलावा sponsored listings, search-result practices, seller disclosures और consumer grievance mechanisms से जुड़े provisions भी शामिल हैं। “Prior price” disclosure का उद्देश्य advertised discount के reference price को अधिक स्पष्ट बनाना है। Rules 1 जनवरी 2027 से लागू होने वाले हैं।
For consumers, the changes could make advertised discounts and sponsored results easier to identify. For e-commerce entities and sellers, the amended framework creates additional disclosure and compliance requirements. The rules do not themselves fix the selling price of products; they establish information and conduct requirements for digital marketplaces.

Bangladesh की export pause के बीच India से Bangladesh को Hilsa fish export किए जाने की खबर सामने आई। इससे दोनों देशों के बीच fish trade के सामान्य प्रवाह में एक असामान्य बदलाव देखने को मिला।
PIB की 15 सितंबर की रिपोर्ट के अनुसार पिछले दो महीनों में लगभग 500 tonnes Hilsa Bangladesh भेजी गई और आने वाले सप्ताहों में अतिरिक्त consignments की संभावना बताई गई। यह सामान्य regional trade pattern से अलग स्थिति थी, क्योंकि Hilsa का cross-border flow परंपरागत रूप से Bangladesh से India की ओर भी देखा जाता रहा है।
